Chicago Parking Tickets: The Defenses Hearing Officers Actually Accept

By Cary Shepherd on 2026-08-11

Chicago issues millions of parking, compliance, and camera tickets every year. Many drivers simply pay, assuming a contest is not worth the time. But Chicago's Municipal Code lists specific grounds on which a hearing officer can dismiss a ticket, and a contest that fits one of those grounds, backed by the right evidence, has a real chance.

The Grounds the Code Recognizes

For parking and compliance tickets, the defenses in the Municipal Code include:

  • You were not the owner or lessee of the vehicle at the time, for example because you had already sold it.
  • The vehicle or its plates were stolen at the time and the theft was reported to police.
  • The relevant signs were missing or obscured, so a reasonable driver could not see the restriction.
  • The parking meter or pay box was inoperable or malfunctioned through no fault of your own.
  • The facts on the ticket are inconsistent or do not support a finding that the rule was violated, such as the wrong plate, state, or vehicle make.
  • The illegal condition did not exist when the ticket was issued, for compliance violations.

Camera tickets have their own list of defenses. Arguments outside these grounds, like "I was only there for a minute" or "I did not know," rarely succeed.

Evidence Wins Contests

Hearing officers who decide contests by mail or online decide from the paperwork alone. The strongest contests include clear proof:

  • Photos of the missing, blocked, or confusing sign, taken from where you parked.
  • Payment records, such as a ParkChicago receipt showing your plate and a paid period covering the ticket time.
  • A police report for a stolen vehicle or plates, dated before the ticket.
  • A bill of sale or title transfer dated before the ticket.
  • A photo of your real plate when the ticket lists the wrong one.

Act Quickly

Unpaid tickets pick up late penalties, and deadlines to contest are short. Read your ticket and the City's instructions as soon as you receive it.

How Our App Helps

Our Chicago parking ticket app is built around these rules. You snap a photo of your ticket, tell us what happened, and our AI checks your story against the grounds the City accepts. It tells you honestly how strong your case is and exactly what evidence would help. Then a Shepherd Law attorney reviews your contest and files it for you. It costs a flat $10 per ticket, and strong cases are no win, no fee.
